My Lords, I do not propose to make a speech in moving the Second Heading of this Bill. It is an agreed Bill and has come up from the House of Commons in that shape. I suggest that your Lordships should give it a Second Reading now and look into it between this and the next stage, and if you desire to raise any question upon it I shall be pleased to answer.
