My Lords, the noble Marquess the Leader of the Opposition has asked me to give notice on his behalf that on Monday week, May 8, he will move the First Reading of a Bill to amend the constitution of this House. My noble friend would have taken this step at an earlier date in the course of next week, and would have himself given notice to-day, but for an indisposition which is, happily, mending, but from winch he has not yet entirely recovered.

My Lords, I am sure we all sincerely regret the reasons which have prevented the noble Marquess from giving this notice himself, and, whatever we may think of the Bill when it arrives, we all hope that on May 8 the noble Marquess will be able to do full justice to his proposals.
