My Lords, I think I shall be consulting the wishes and convenience of the House if I postpone the Question that stands in my name—viz.: To ask His Majesty's Government why they do not pass the usual Resolution authorising the collection of Income Tax in anticipation of the Budget Bill, as has been the invariable practice for many years past.
