Order of the Day for the Second Reading read.

LORD CLIFFORD OF CHUDLEIGH

Your Lordships will, perhaps, remember that this Bill was read a second time in the last session of the last Parliament and referred to a Select Committee. That Committee sat and took evidence, but did not report. The object of the Motion standing in my name on the Paper is to put the matter back in the position in which it was at the end of the last Parliament, so as to enable the Committee to report. I therefore move.
