LORD DENMAN

My Lords, this is a Bill to consolidate under one governing body about 200 charities in the City of Norwich. I beg to move that the Bill be now read a second time.

LORD BARNARD

I should like to ask the noble Lord whether he can explain why an Act of Parliament is necessary instead of a scheme for the regulation of these charities being made under the ordinary jurisdiction of the Charity Commissioners.

LORD DENMAN

I am afraid I am not acquainted with the circumstances of this particular case, and I would ask the noble Lord to raise that point at a subsequent stage of the Bill.
