THE EARL OF CAMPERDOWN

My Lords, this is a small Bill and merely relates to a matter of administration. It is to extend to trustees in Scotland a power which trustees in England already enjoy —namely, the power to invest trust funds in the purchase of Consolidated Stock created by the Metropolitan Board of Works or by the London County Council, and of Metropolitan Water Stock created by the Metropolitan Water Board. The Bill has passed through the House of Commons, and I beg to move that it be read a second time.

As Standing Order No. XXXIX has been suspended for this day's sitting, I propose, unless your Lordships see some objection, to take the remaining stages of this small Bill to-clay.

LORD BALFOUR OF BURLEIGH

The noble Earl the Lord Privy Seal expressly stated that the suspension of the Standing Order was moved only in respect to the Appropriation Bill. As a matter of fact, of course, the suspension is applicable to every Bill. But if there are no Amendments I do not see that this Bill will be prejudiced by standing over and taking its usual course.
