THE LORD PRESIDENT OF THE COUNCIL (EARL BEAUCHAMP)

My Lords, the object of this Bill is to vest in the Commissioners of Works, freed from ecclesiastical uses, the chapel comprised in the buildings situate in the metropolitan borough of Chelsea, formerly occupied by the Duke of York's Royal Military School. Your Lordships will see on examining the Bill that it deals only with the chapel, and not with the whole question of disposing of the site. This is, no doubt, a cumbrous way of dealing with a portion of the site, but there were no means of doing so other than by an Act of Parliament. In these circumstances I hope your Lordships will give the Bill a Second Reading.
