My Lords, in the absence of my noble friend the Under-Secretary of State for War I hope your Lordships will allow me to move the Second Reading of this Bill. It is a Provisional Order dealing with the Holcombe rifle ranges in the county of Lancashire, and all the requirements of the Act as regards the holding of a local inquiry have been fulfilled. I beg to move.
