§ Treasury Minute, dated 2nd May 1899, declaring that Thomas Benson, chief mate, 435 Revenue cruiser, "Vigilant," in the service of the Commissioners of Customs, was appointed without a Civil Service certificate through inadvertance on the part of the head of his Department.
