My Lords, I wish to draw attention again to this clause, which is one of those provisions by reference, which is ab[...] utely unintelligible without having the Act to which it refers before your Lordships. The House is called upon to pass this clause in the dark.

I apologise for interrupting the noble Lord, but I have thought his suggestion a good one, and have prepared an Amendment, setting out in exact terms the effect of this clause.
