§ LORD TWEEDMOUTHMay I ask the noble Lord the Secretary for Scotland when he proposes to take the Second Reading of this Bill? It would be convenient to Scotch Peers that no delay should occur, and I would suggest, if I might, that the Second Reading be taken on Thursday.
