My Lords, it has been found, with reference to the University of London Act passed last year, that, although it was framed so as to recognise the teachers of Holloway College, it has had the effect of preventing that college from being so recognised. The Commissioners have reported that should their powers be enlarged by Parliament in this respect they will have no hesitation in recognising this college. The object of the Bill is to apply Section 8 of the University of London Act, 1898, to Holloway College, in like manner as it applies to the South-Eastern College at Wye.
