THE EARL OF DUDLEY

My Lords, I beg to move the Second Reading of this Bill. It is identically the same Bill which your Lordships have read a second time and referred to a Committee luring the last three Sessions of Parliament. I would therefore ask your Lordships to take the same course now, in order that the Committee may have an opportunity of concluding their labours. The evidence which they have taken is now closed, and I trust before long they will be able to send their report to your Lordships' House.
