LORD BALFOUR OF BURLEIGH

My Lords, the object of this Bill is to assimilate the law in respect of baths and washhouses situated outside the metropolis to that of those which are situated within. During those months in the year when the baths are closed there is power, in the metropolis, to use them for public recreation. The proposal in this Bill is that this power should be given in connection with baths that are outside the metropolis, provided that a proper licence is obtained from the authorities in whose area the baths are situated.
