1243THE SECRETARY OF STATE FOR WAR (the Marquess of LANDSDOWNE)My Lords, the object of this Bill is to amend the Patriotic Fund Act, 1881, which limits the application of the funds dealt with under it to the widows and children of officers and men. There is a surplus, and we take power under this Bill to apply that surplus to the relief of relatives other than widows and children.
