I have a Question on the Paper, but I notice in the newspaper this morning that Lord Hugh Cecil asked a question last night in the House of Commons as to whether it would be permissible to raise the question of the reinstatement of Jameson's officers in the Army Vote in that House. The answer was that no promise could be given before Whitsuntide, but there was no refusal as I understand it. Therefore, under these circumstances, in the interests of these officers, in whom there is a widespread—and I do not think I am saying too much when I say—a universal sympathy, I shall postpone the Question which stands in my name to some future and more convenient occasion.

I beg the noble Duke's pardon; but the appeal has not yet been made. I merely explained that I proposed to postpone it to a more convenient occasion.
