1. 26th February, 1898, declaring that Mr. Charles Locke Eastlake, Keeper and Secretary, National Gallery; and
2. 17th March, 1898, declaring that Edward Henry Rawson Walker, Vice-Consul at Tripoli
were appointed without Civil Service certificates through inadvertence on the part of the heads of their departments.
