My Lords, I beg to move the Second Reading of this Bill. It is a Bill which I think your Lordships will have no difficulty in agreeing to. It is the Scottish counterpart of a Bill which was passed by both Houses two years ago to prevent the bringing of vexatious actions by those who have proved themselves fond of causing annoyance in that particular way. The phraseology has been adapted to the particular requirements of Scotland, and I do not anticipate that any objections will be raised to it. The Bill has passed through the other House of Parliament with practical unanimity, and I ask your Lordship to give it a Second Reading.
