This is a very small Bill, and deals with a very small point which was overlooked in the Bill brought in last year by the Home Office. That Bill amended a clause in a former Act, and it was afterwards found that it had altered the arrangements with regard to the application of the fines which were applied under a former agreement. That was not intended, and this Bill is merely for the purpose of making it clear that these fines should be applied in the way proposed.
