My Lords, I need only detain your Lordships a single moment, I think, in moving the Second Reading of this Bill. The object of the Bill is very clearly set forth in the Memorandum. It is non-contentious, it has passed the House of Commons, and has received the approval of the Lord President of the Council. I hope your Lordships will allow it to be read a second time.
