My Lords, I beg to move the Second Reading of this Bill. The main object of the Bill is to give trustees the power of investing in loans issued by county councils. The power now exists to invest in the loans which town councils in Scotland may issue, and there seems no good reason why the same power should not be extended to the loans issued by county councils. The reform is one which is generally desired by the county councils in Scotland. The Bill has been approved in another place, and I hope your Lordships will give it a Second Reading.
