§ LORD PIRBRIGHT, in moving the Second Reading of this Bill, explained that it was necessary, in order to enable rules to be made for preventing collisions in the sea channels leading to the River Mersey. The Bill, which came from the other House, consisted of only one clause, which proposed to enact that the powers conferred by the Merchant Shipping Act 1894, should extend to and include the power to make rules concerning lights and signals m the sea channels or approaches to the Mersey.
