* THE SECRETARY OF STATE FOR WAR (The Marquess of LANSDOWN)

in moving the Second Reading of this Bill, said that the Act which it amended authorised Volunteer forces to borrow money to acquire land for military purposes, and the Public Works Loan Commissioners were empowered to advance the money. The present Bill authorised the borrowing of money to erect buildings for military purposes upon security of the land and buildings. He believed the Bill would be of great service to the Volunteers of this country.

asked whether money could be borrowed under the Bill for ranges, which would be so much wanted by the Volunteers in the near future?

replied that the Act of 1892 gave power to borrow money to acquire land, and this Bill gave power to borrow money to erect buildings, which would include butts and the necessary appliances.

Will it include fagots for butts?

imagined it would include anything that came within the expression "buildings or permanent works." Whether the works the noble Earl referred to would be permanent he could not take upon himself to say.
