If any person negligently drives a light locomotive, or suffers it to be without due control, he shall be liable on summary conviction to a fine not exceeding ten pounds.

*LORD HARRIS moved to omit the clause. He said that the statutory provisions which the House had approved in Clause 1 rendered this clause unnecessary, for the ordinary law as regarded negligent and furious driving would apply as much to locomotives as to any other kind of vehicle.
