This Act shall extend to Scotland only, and shall come into operation on the first day of January after the passing thereof.

*LORD BALFOUR moved an Amendment, providing that the Act shall extend to Scotland only, and shall, except in so far as otherwise expressly provided, come into operation on the first day of January after the passing thereof.
