THE LORD CHANCELLOR,

in moving the Second Reading of this Bill, said that under the existing law, persons reported by an Election Court or Election Commissioners to have been guilty of any-corrupt or illegal practice at a municipal or other local election should be subject to the same incapacity as if they had been convicted of the offence; and the Bill proposed to give such persons the same appeal as was given in Parliamentary elections from Election Commissioners who were not Judges.
