THE SECRETARY FOR SCOTLAND (Lord BALFOUR)

having presented a Bill to confirm a Provisional Order under the Public Health (Scotland) Act 1867, and Acts amending the same, relating to Culter Water, moved that the Sessional Order of the 16th of March last— That no Bill originating in this House confirming any Provisional Order or Provisional Certificate shall be read a first time after Tuesday the 28th of April next, be dispensed with in respect of the said Bill, and the Bill be now read 1a. His Lordship said that the Chairman of Committees did not object to the suspension of the Standing Order, and there was not likely to be any opposition to the Bill.
