said, he had carefully looked into this Bill, which was the first on the Order Paper that day, and had come to the conclusion that it was a matter to be dealt with by Public rather than by Private Bill. Therefore, he proposed not to proceed with it. He moved that the order be discharged, and the Bill be no further proceeded with.
