THE LORD CHANCELLOR (LORD HALSBURY)

explained that, in accordance with suggestions, two verbal alterations had been made in the Bill, one of which was the omission of the words, "In addition to."

LORD NORTON

was glad those words had been omitted, but he thought a further improvement might be made to the Bill if a provision was inserted to the effect that in certain cases young boys should not be sent to the common gaol for punishment, but to some other place.

THE LORD CHANCELLOR

asked to what place the noble Lord proposed to send the boys if not to gaol?

LORD NORTON

said that in the previous Bill some place was suggested.

THE LORD CHANCELLOR

said, that when the noble Lord laid his suggestion before the House in a practical shape they might understand it, but at present there was nothing definite before them.
