THE EARL OF RANFURLY moved that this Bill be read a Second time.

VISCOUNT CLIFDEN

asked whether the Bill had anything to do with that very mischievous and pauperising Act called the Labourers' (Ireland) Act.

said the object of the Bill was simply to remove certain doubts as to whether Town Commissioners had the power to work under the Housing of the Working Classes Act. It was nothing to do with the Labourers' Act.
