, in moving that the House do agree with the Commons' Amendments, said he only wished to say, in respect of one of the Amendments, that the other House had introduced a new clause providing that counsel should be assigned to poor persons unable to bear the cost themselves. How that would operate and where the funds were to come from he was unable to say.
