"The Commissioners of Woods shall, on behalf of Her Majesty, have the like powers to convey Crown lands as are by this Act conferred upon persons having power, either by statute or otherwise, to sell and convey lands, except that in the case of Crown lands the sanction of the Treasury shall be substituted for the sanction of the Board of Agriculture."

This was to allow the Commissioners of Woods to convey Crown lands in the same way as was allowed to private owners under Clause 19 to facilitate the construction of light railways.
