presented a petition from the Liverpool School Board praying that— the law may be amended so as to secure that all efficient public elementary schools, whether voluntary or Board, shall share equitably in all public monies raised, whether by taxes or rates, for the purposes of public elementary education. His Lordship said, in presenting the Petition, that he wished it to be clearly understood that he expressed no opinion of his own upon it.
