THE LORD CHANCELLOR (Lord HERSCHELL)

moved:— That it is desirable that a Joint Committee of both Houses be appointed to consider in what manner such inconvenience as arises from Legislation by reference in Acts of Parliament to prior enactments can best be avoided. He said, the Motion required no explanation, for it was the outcome of a discussion which took place a day or two ago on a Motion by the Marquess of Salisbury.
