THE LORD CHANCELLOR (Lord HERSCHELL)

, in moving that this Bill be read a second time, said that it had already been before their Lordships' House. The object of it was to enable a person who knowingly received stolen goods in this country to be convicted of crime, although the goods had been stolen in foreign parts.
