§ THE LORD CHANCELLOR (LORD HERSCHELL) moved the second reading of this Bill, stating that its object was to apply the Act of 1868 to documents issued from the Local Government Board, the point having been omitted by oversight when certain powers of the Privy Council were transferred to the Board of Agriculture.
