*LORD PLAYFAIR moved that this Bill be read a second time. It was a Bill to carry out the unanimous recommendations of the Committee appointed in 1888, which reported in 1890. It was merely to enable assessments to be made upon the large houses or improvements that might be erected on a lease having less than 21 years to run. At the present moment that could not be done in Scotland. It did not apply to agricultural nor, except in rare cases, to mineral leases.

Read 2a (according to Order); and (Standing Order No. XXXIX. having been suspended) committed to a Committee of the Whole House forthwith; Bill reported without Amendment; Standing Committee negatived; Bill read 3a, and Passed.
