LORD TWEEDMOUTH moved the Second Reading of the Local Government (Scotland) Act, 1894, Amendment Bill, which had already passed the House of Commons. The object was to explain the use of the word "in" in Subsection 4 of Section 56 of the Local Government Act. Some thought the Section meant that in every ward there should be a polling-place, but that was not the intention of the principal Act, arid such an interpretation of it would involve a great deal of unnecessary expense. The Bill would remove the doubt which had arisen.
