THE LORD PRIVY SEAL (Lord TWEEDMOUTH)

said, the object of this Bill was to extend to the Scotch Courts the same advantages which English Courts already possessed of having nautical assessors to advise them in maritime cases. The Bill had been submitted to the noble and learned Lord on the Woolsack, and had his approval. It would be of great advantage to the Scotch Courts to have this privilege.
