Bill read 3a (according to Order), with the Amendments.

THE LORD CHANCELLOR (Lord HERSCHELL) moved to leave out Subsection 2. Section 3, which had been inserted at the suggestion of the Government draftsman for the purpose of enabling certain Statutes to be cited by their short titles. On consideration, that appeared to have been already done under the "Short Titles Act," and therefore the sub-section had better be omitted. It was merely a formal Amendment, and did not affect the substance of the clause.

LORD BALFOUR OF BURLEIGH

did not think he incurred any responsibility on behalf of Lord Dunraven, who was in charge of the Bill, in assenting to that arrangement after the explanation which had been given by the noble Lord.

Bill passed, and returned to the Commons.
