Order of the Day for the Second Reading, read.

LORD ACTON

This, my Lords, is a Bill providing that the official assignees shall be liquidators in cases of the winding-up of companies, and may also be appointed receivers in other cases by the High Court in Ireland. It is a measure which has received the sanction of the highest judicial authorities on both sides, who expect that it will save time and expense, and will put an end to existing abuses. I move that this also be read a second time.
