My Lords, before the House goes into Committee on this Bill I desire to say that, as some misapprehension has been expressed by the Board of Trade with regard to the framing of this measure, I consequently should wish to postpone it with the view of consulting with them. I think we shall arrive at a conclusion which will meet their views. I intend, with that object, to propose one or two Amendments in Standing Committee upon matters of detail, not of principle, which no doubt will meet the objection entertained.
