My Lords, seeing the Leader of this House, the Secretary of State for India, in his place, I wish to ask him a question of which I have just given him private notice. It is whether he can tell the House when he will be able to make any statement with regard to the regulations for putting in force the India Councils Act of last Session>

My Lords, I daresay the noble Viscount has observed that two of the rules have been brought into force already, the Rule allowing discussion on financial statements and the Rule allowing questions to be addressed to the Government with regard to the other regulations have been sent home by Lord Landsdowne, and have been for some time under consideration. We have not yet completely arrived at a conclusion with regard to one of them, but there is no serious difficulty in the way, and I have no doubt that in a short time I shall be able to announce the whole of the regulations and to lay the Correspondence before the House.
