LORD SANDHURSTMy Lords, this Bill merely consolidates existing enactments. It reproduces the Regimental Debts Act of 1863 in a somewhat similar form, and with modifications rendered necessary by the Act of 1881. The only points to which it is necessary to call attention are with regard to the 893 payment of the cost of soldiers' funerals out of the public funds; extending the benefits in Clause 10 to the wives and children of soldiers dying six mouths after their discharge; and in Clause 26 there is an alteration in the Act of Parliament with regard to India. I beg leave to move that the Bill be read a second time.
