My Lords, this is an enabling Bill. Your Lordships will be aware that a long Commission sat under Lord Brougham's auspices from 1818 to 1837, which went fully into the endowed charities in different parts of the country. There has been a great desire manifested in some counties to obtain for those special counties—it has been done already in Denbighshire, and the County of London desires it to be done—amended Reports upon these subjects, bringing them up to the present date; and it is desirable that some means should be provided for doing so. Some doubt has arisen whether, as in the case of Denbighshire, where the county found half the money, and in the case of London, where they are quite prepared to find half the money, they have really power to do so. Therefore this Bill is introduced in order to enable them to advance the money for the purpose, which will be met by advances from the Treasury. The Bill has the approval of the Treasury and also of the County Councils, and I trust it will be read a second time by your Lordships.
