I wish to ask my noble and learned Friend (the Lord Chancellor) whether this Bill makes any alteration in the law, or is merely a consolidation?

THE LORD CHANCELLOR (Lord HALSBURY)

It is somewhat difficult to give an answer to the question of my noble and learned Friend in terms, because although my own impression is that it really makes no alteration in the law, but is merely a consolidation of the existing law, I think a question might turn upon whether it is so or not; but, as your Lordships are aware, I propose that the Bill should go to the Standing Committee, where the matter can be discussed.
