LORD BALFOUR

My Lords, there is one Amendment I have to propose the object of which I feel bound to state to the House. The Bill itself provides for the constitution of a new Fishery Board to come into office on the 1st January next; the existing Fishery Board would naturally go out of office in October, and the effect of the Amendment is to secure that the present Board shall remain in office from October to January, so that there shall not be a gap between the expiry of their powers and the coming into operation of the new Board.
