My Lords, the object of this Bill is to obviate the inconvenience of the delay that sometimes occurs in the High Court of Justiciary (Scotland) from there being no power in that Court to hold two Courts in Edinburgh at the same time. That power exists already in the Court on Circuit. The Bill consists of one clause only, which is to effect that object. I ask your Lordships to give the Bill a Second Reading.
