My Lords, I was not able to be present the other night when this Bill was before your Lordships for Second Reading, and I should like to take this opportunity of saying that I believe this Bill to be a most desirable measure upon every consideration. Perhaps your Lordships will not be surprised at my expressing that opinion when I say that I have myself three times brought the Bill into this House and your Lordships have been pleased to pass it.
