My Lords, I merely wish to call your attention to the fact that in this little Bill—and I may point out to your Lordships that there are an unusual number of little Bills of one or two clauses this Session—it has been found necessary to have a definition clause showing what the object of the Bill is. I called your Lordships' attention to the absence of definition in a similar Bill last week, when it seemed to be considered that there is no necessity to define the object.
